Washington D.C. approves third party organizations to offer defensive driving classes to residents of the state. Fortunately these programs cost very little and are easily accessible online.

Most if not all States provide both a general speed restriction and specific speed limits. You must obey both.
General Speed Restrictions: You must not drive at a speed either too fast or too slow than is reasonable under existing conditions. Yellow and black speed limit signs are recommended maximum speed limit signs but in some situations can be exceeded due to the absence of the condition that justified the recommended speed such as school zone hours.
